Housing Rehabilitation Programs
CSP administers the Weatherization Assistance Program to eligible households in Bibb, Fayette, Greene, Hale, Lamar, Pickens, Sumter, and Tuscaloosa Counties. Funding and eligibility are determined by the U.S. Department of Energy (DOE), the U.S. Department of Agriculture- Rural Development, ABC Trust, the City of Tuscaloosa, and the Alabama Department of Economic and Community Affairs (ADECA).

Weatherization Mission Statement:
To reduce energy costs for low-income families, particularly for the elderly, people with disabilities, and children, by improving the energy efficiency of their homes while ensuring their health and safety.

Household income cannot exceed 200% of the national poverty guidelines. The guideline are as follows:

WEATHERIZATION
The Weatherization program provides energy conservation measures to houses at no cost to the residents. These measures may included attic, sidewall and floor insulation, air sealing around doors and windows, minor roof repair, compact fluorescent light bulbs, smoke alarms, carbon monoxide detectors and fire extinguishers. A blower door audit is completed on each house to determine the appropriate energy conservation measures needed to decrease energy consumption in the house.

Eligibility Requirements for Weatherization
At or below 200% of poverty guidelines. (See maximum monthly gross income chart above.)

For all programs, clients must provide with a completed application:

Proof of Income - Income for all household members. Acceptable forms of proof include a food stamp printout, statement or award letter from the Social Security Administration, check stubs, copy of paycheck, w-2, 1099, child support printout.

Proof of Homeownership - A property report card from the Appraisal department of the local Tax Assessor's Office is preferred. Other documents that provide proof of ownership and age of home will be accepted.

Picture Identification and Social Security cards - A form of picture identification and a social security card is required for the applicant. Social security cards are also required for all other household members.

Account Numbers - Account numbers (or copies of bills) for electricity and, if applicable, heating fuel source i.e. natural gas, propane, kerosene.

If the resident rents home, the property owner must provide both permission for work to be completed and 25% of the cost for the services before the agency will begin work.

HOUSING PRESERVATION GRANT (HPG)
Housing Preservation Grant provides rehabilitation of houses owned and occupied by eligible rural families. This program may provide residents with septic tanks, Weatherization measures, heating and cooling systems, roof replacement, porches, stoops, siding, handicap accessibility, foundation repair.

Eligibility Requirements for Housing Preservation Grant
At or below 80% of the median income for the county Housing Preservation Grant where property is located, as provided by HUD guidelines. The applicant must be the owner of a single family dwelling at least one year prior to the time of assistance.
CONTRACTOR SERVICES
CSP awards all contracts for the rehabilitation and weatherization programs through a competitive bid process. Interested contractors must have weatherization training; demonstrate proficiency with the Blower Door; demonstrate the ability to perform Lead Safe Work Practices; and perform dense pack side wall insulation with a blowing capacity of 3.2 psi or better. Contractors must also provide a copy of a Alabama State Business License, an IRS W-9 form, Liability Insurance, Workmen's Compensation Insurance and a General Contractors License to be placed on the contractors list. Contractor must have prior positive references. Contractors interested in participating in the program may complete a Contractor Profile and mail with supporting documents to the Housing Rehabilitation Coordinator.
