Innovative programs are increasingly necessary to provide working families the opportunity to obtain decent,
safe and affordable housing. Since its community development efforts began, CSP has led an effort to resolve
inadequate housing stock in Tuscaloosa and a number of rural communities. Family oriented apartment
communities and opportunities for home ownership are important components of a stable community. CSP
leads a collaborative effort to meet those needs in West Alabama. CSP also provides housing opportunities for
families through the construction of new single-family housing, the rehabilitation of existing housing and the
construction and maintenance of multi-family housing. CSP prohibits discrimination in housing because of race or color, national origin, religion, sex, familial status (including children under the age of 18 living with parents or legal custodians); pregnant women and people securing custody of children under 18, or handicapped individuals. |

APARTMENTS |
|
CSP owns 15 safe and sanitary multi-family complexes, including developments designated for the handicapped and the elderly. Apartments vary in size from one, two, three and four bedroom units. Many of the
complexes have large common areas for children to play or other community activities. The Property
Management division maintains the developments in Tuscaloosa County. (The other developments are managed
by different companies selected by CSP.) A staff member is on call 24 hours a day for resident
emergencies.
Applications for apartments in Tuscaloosa are available at the CSP office. For other apartments,
applications are available at that complex office. Applicants must meet income guidelines. Section 8
vouchers are accepted.

HOUSING COUNSELING |
|
Housing counseling services include pre- and post-purchase counseling, mortgage default and foreclosure
prevention, rental counseling, home improvement and rehabilitation and counseling to the homeless. CSP utilizes
budget and debt management, energy conservation and home maintenance information in the housing
counseling process.
In the case of default and delinquencies, CSP first works with the clients to identify the source(s) of the problem and then helps the client search
for resources within their means to correct the financial deficiency. When necessary, clients are counseled about avoiding
potential eviction proceedings and/or foreclosure. CSP utilizes internal resources and services for housing
clients, or refers clients to other community resources so that the family can make rent or mortgage payments.
Housing counseling staff may help clients apply for occupancy and rent subsidies. CSP also provides
counseling to tenants with regard to Section 8 and guidance in seeking alternative voucher housing, as needed.
CSP counsels on Home Equity Conversion Mortgages (HECM), also known as
reverse mortgages. In order to obtain a reverse mortgage, one must be 62 years old or older, own and occupy a
single-family home, condominium, townhome, or a 2-to 4-unit dwelling as primary residence. The
dwelling must be free and clear of debt or have a small remaining balance that can be paid off with the reverse mortgage. |

HOMEBUYER EDUCATION |
|
The CSP Affordable Housing initiatives provide a comprehensive set of services to low- and moderate-income
households which include education and counseling. CSP emphasizes asset building by encouraging
purchasing or rehabilitating homes.
Participants in the Homebuyer Education Program and the Lease/Purchase program attend weekly classes at
CSP for ten weeks. Participants must attend an orientation class to enroll in this program. Orientation classes are held at 12 noon every Wednesday and at 5:30 pm on the first Wednesday of the month. Subject classes are held Thursday nights at 5:30 pm.

LEASE/PURCHASE PROGRAM |
|
| CSP creates affordable, attractive and energy efficient housing for families with low to moderate incomes,
special needs and/or disabilities. Single-family homes can be made affordable for first time homebuyers. The
program allows participants, who do not have a perfect credit history or who may not have the down payment
for traditional mortgages, to lease a CSP home for 24 months. A portion of the lease payment is designated as
down payment. At the conclusion of the lease, if the participant has completed all the requirements, the
purchase phase begins. The Housing Division assists with the loan process to capture low interest rates to make
mortgage payments affordable. |

REHABILITATION, WEATHERIZATION and PRE-WEATHERIZATION |

The Housing Division of CSP offers several programs to provide repair, weatherization and pre-weatherization services to low-
income households in our six county coverage area. Eligibility is based on the following chart provided by the Alabama Department of Economic and Community Affairs.

Weatherization and Pre-Weatherization
The Weatherization and Pre-Weatherization programs provide energy conservation measures to houses occupied
by low-income households. These measures included attic insulation, storm windows, doors, weatherstripping,
smoke and carbon monoxide detectors, wheelchair ramps, and roof repair. A blower door audit is
completed on each house to select the appropriate energy conservation measures needed to decrease energy
consumption in the house.

City Home Repair Program (CHR)
The Emergency Home Repair program funded through the City of Tuscaloosa is designed to decrease the
number of houses in need of emergency repairs occupied by low-income households. This program is available
to low-income households who reside in the city limits of Tuscaloosa.

Housing Preservation Grant (HPG)
Housing Preservation Grant provides rehabilitation of houses owned and occupied by low-income rural
families. The houses must be structurally improved to meet the Southern Building Code requirements. Therefore, if a house has deteriorated severely, it may not be eligible for this program.
Services Administered through Housing Preservation Grant
Installation of
- Installation and/or repair of sanitary water and waste disposal systems, which will meet local
health department requirements
- Weatherization measures such as insulation and screen-storm windows and doors
- Repair or replacement of heating or cooling systems
- Electrical wiring
- Repair of structural supports and foundations
- Repair or replacement of the roof
- Replacement of severely deteriorated siding, porches, or stoops
- Alteration to a unit's interior or exterior to provide greater accessibility for a handicapped person
- Necessary repairs to manufactured or mobile homes
Eligibility Requirements for Housing Preservation Grant
At or below 80% of the median income for the county where property is located, as provided by HUD
guidelines. The applicant must be the owner of a single family dwelling at least one year prior to the time of
assistance. |
Contractor Services
CSP awards all contracts for the rehabilitation and weatherization programs through a competitive bid process.
Interested contractors must provide a copy of Liability Insurance, Workmen's Compensation Insurance and a
General Contractors License to be placed on the contractors list. At least 3 years experience in repairing and
rehabilitating single-family houses is required. Contractor must have prior positive references. Proficiency in the use of Weatherization Technical Equipment is preferred. Contractors interested in
participating in the program should contact the Housing division of CSP. |

NEW DEVELOPMENTS |
|
| CSP is in the development phase of a new residential project in the Alberta City area. The Planned Unit
Development will have three two-level homes and eight one-level homes. One of the single level homes may be handicap accessible. The one-level homes will have three bedrooms with two bathrooms and the two-story homes will have three bedrooms with two and a half bathrooms. Marketing to the target consumers (low to moderate income families) has begun. The development
is scheduled for completion in late 2006/early 2007. |
